Do Internal Testers Count Toward the 12 Closed Testers?

Internal testing does not satisfy Google Play’s 12-tester, 14-day requirement. Only a closed test counts. Here is how to use both tracks together.

Short answer

No. Google’s requirement is specifically a closed test with 12 testers opted in for 14 days. Internal testing is a separate track and doesn’t count. The same people can join both, but they must opt in to the closed track for it to count.

Two tracks, two jobs

Internal testingClosed testing

Review before testers get itBuilds available within minutesCan go through review
Counts for the 12/14 ruleNoYes

Google describes internal testing as optional but recommended as a starting point for a small group of trusted testers. The production access requirement names a closed test, so that’s the track that matters for eligibility.

How to use both

  1. Internal track first. Put yourself and one or two friends on it while you finish the app. Fast builds, no waiting.
  2. Closed track for the official test. Once App content is complete, create the closed track, attach your tester list, and publish.
  3. Same people can be on both. If a friend is on your internal list, add them to the closed list too, and send them the closed track’s opt-in link. Being on internal doesn’t opt them in to closed.

Watch the version codes

A build on internal testing and a build on closed testing are different releases. If you promote the same bundle from internal to closed, that’s fine. If you upload separately, every upload needs a new version code. See version code already used.

Frequently asked questions

Do I need an internal test at all?

No. Google calls it optional but recommended. It’s a quick way to check your build before the closed test starts.

Can I move internal testers to closed testing?

Add the same emails (or Google Group) to the closed track and send them the closed track’s opt-in link. They must opt in again for the closed test.

Is internal testing reviewed?

Google says internal testing builds become available within minutes, which makes it the fastest track for quick checks.
