When can I apply for production access?

Google requires 12 testers opted in continuously for 14 days. Enter the date your 12th tester opted in and see your timeline.

How the 14 days are counted

Google's requirement for new personal developer accounts is at least 12 testers who have been opted in continuously for at least 14 days. In practice, your clock is set by the 12th tester who joins and stays. If someone opts out, they stop counting, and if they opt back in later they need a new, consecutive 14 days. Worked example

Your 12th tester opts in on the 1st of the month. If all 12 stay opted in, the 14 continuous days are complete on the 15th, and you can apply for production access from your Play Console dashboard. If tester #7 opts out on the 10th and you only have 11 left, you're below the threshold until a replacement joins, and the count then depends on when that replacement opted in. That's why recruiting 15-20 testers is safer than exactly 12.
